CP Rail members urged to vote YES on Tentative National Agreement

INDEPENDENCE, Ohio, November 27 ó The following is a letter from General Chairman Pete Semenek, CP Rail-US/Metra North/Indiana Southern RR/DM&E GCA, to his Local Chairmen, urging them and all GCA members to vote in favor of the Tentative National Contract.

Brothers:

This letter is to inform you that the National Division has reached a Tentative Agreement (TA) for the current round of bargaining. Only the Health and Welfare changes will impact our members as all other issues have been settled under our on-property agreement. I was in Cleveland recently with all BLET General Chairmen for a review and discussions on the proposal.

I would like to congratulate National President Pierce and the BLET negotiating team, as well as the Coordinated Bargaining Group (CBG), for a job well done in these unsure times, considering the current political landscape. And, I would strongly urge your support of the Tentative Agreement to ensure its passage. If the membership rejects the Tentative Agreement it is most likely that the National Mediation Board will start the process toward releasing both sides from mediation and effectively giving us the right to exercise self-help (strike/lock out). This would immediately result in the President appointing a Presidential Emergency Board and eventually Congress enacting a law that imposes an agreement on us. The ramifications that could come about through a PEB or Congressional action could be detrimental to the membership. It scares me to think about this lobbyist-controlled Congress writing our contract.

Specific to the Health and Welfare, I must point out that while the copays and deductibles do increase throughout the term of the Agreement, the cost sharing (monthly contribution) is capped at the current rate of $228.89, which keeps our plan at a 90% cost rate for the carrier. This percentage, according to Federal guidelines, still classifies our plan as a "Platinum Plan."

You will be receiving information from the National Division shortly outlining the proposal and also a ballot to vote on the Agreement.
