Editorial: Misplaced rail priorities

ALBANY, N.Y. — It's understandable that politicians prefer to cut a ribbon on a bridge or shiny new train station than fix a sewer pipe or a rail line deep in a tunnel. It does no one any good, though, to neglect the less glamorous necessities that keep facilities working, and the trains running on time. The latest example of such misplaced priorities comes from a New York Times report that Gov. Andrew Cuomo redirected resources from overdue replacement of aging railroad tracks beneath New York City's Pennsylvania Station — one of the world's busiest passenger rail venues. The governor instead wanted to move forward with a new terminal to replace the drab, overcrowded facility that Penn Station has been since its grand predecessor was razed in the 1960s.
